​The SEDA COG Joint Rail Authority (JRA) is seeking bids from qualified contractors for the replacement of Bridge No. 179.44 on the Lycoming Valley Railroad Antlers Industrial Track in Woodward Township, Lycoming County, Pennsylvania. The project involves replacement of the existing steel through girder single span bridge with a new single cell precast concrete arch bridge.

The Sealed Bids will be received by Mr. Jeffery Stover, Executive Director, SEDA-COG Joint Rail Authority, 201 Furnace Road, Lewisburg, Pennsylvania 17837 until 3:00 P.M. local prevailing time on April 14, 2022. The bids will be publicly opened and read aloud. Proposals shall be on the forms required, sealed and clearly marked “LYCOMING VALLEY RAILROAD ANTLERS I.T. BRIDGE 179.44 REPLACEMENT PROJECT” and submitted at the SEDA COG Joint Rail Authority Office, 201 Furnace Road, Lewisburg, PA 17837. Bids that are faxed or emailed cannot be accepted.

Bids will be received for a single prime Contract. Bids shall be on a unit price basis as indicated in the Bid Form.

Copies of the Contract Documents may be obtained at the offices of Stiffler, McGraw & Associates, Inc. at 1731 North Juniata Street, Hollidaysburg, PA 16648 (814-696-6280). Payment for the Contract Documents will be $100.00, including sales tax and shipping costs. Digital copies are available in PDF format on Compact Disk at a 50% discount of the paper copy costs. All checks should be made payable to Stiffler McGraw & Associates, Inc. Deposit is non-refundable. The date that the Bidding Documents are transmitted by the issuing Office will be considered the Bidder’s date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office.

A mandatory pre-bid meeting is scheduled for Friday, April 1, 2022 beginning at 10:00 a.m. local prevailing time at the bridge site. Prospective bidders shall meet at 191 Palmer Industrial Road, Williamsport, PA 17701. Attendees should park in the gravel lot at the south end of Palmer Industrial Road adjacent to the west approach track. Only contractors that attend this meeting may bid as a Prime Contractor. Sub-contractors and suppliers do not need to attend this meeting.

Each bid must be accompanied by a 10% Bid Bond. A certified check may be submitted in lieu of a Bid Bond. The successful bidder will need to obtain Payment and Performance Bonds, each in the amount of one hundred percent (100%) of the Contract Price. The Bidder shall include the fully

completed Non-Collusion Affidavit with the bid. No bid bond shall be waived or returned because the Bidder has failed to or cannot comply with any requirements set forth in the plans, specifications or any applicable statutes of the Commonwealth of Pennsylvania, or any applicable municipal ordinances.

All contractors and subcontractors shall comply with the provisions of the Pennsylvania Prevailing Wage Act. The contract documents contain prevailing wage rates applicable to this project.

All contractors and subcontractors shall comply with the Public Works Employment Verification Act. The Act requires the contractor to verify employment eligibility through the e-verify program operated by the United States Department of Homeland Security as a precondition of being awarded a contract for this project. The contract documents contain information regarding the Act.

Any bid may be withdrawn prior to the scheduled time and due date for the submission of bids or authorized postponement thereof. Any bid received after the time and date specified shall not be considered. No bidder may withdraw a bid within 15 days after the actual date of the opening thereof. Should there be reasons why the contract cannot be awarded within the specified period, the time may be extended by mutual agreement between the JRA and the successful bidder.

Bidders for this contract shall have completed projects similar in character and scope and will be required to provide with their Bid a Qualifications Statement for prime contractor.

Addenda, if any, will be issued to only those persons whose names and addresses are on record with Stiffler McGraw & Associates, Inc. as having obtained the Contract Documents.

The JRA reserves the right to reject any or all Bids, or to waive any errors, omissions, mistakes or irregularities at the discretion of the JRA.

Interested auditors or firms should submit a proposal addressing all requirements identified in the RFP. A copy of the complete RFP document may be obtained from Executive Director, Jeffery K. ​SEDA-COG Joint Rail Authority will receive sealed bids for Contract No. WPB 2021-01: Industrial Track Rehabilitation until 3:00 PM, prevailing time, on Thursday, October 28, 2021, at the office of Mr. Jeffery Stover, Executive Director, SEDA-COG Joint Rail Authority, 201 Furnace Road, Lewisburg, PA 17837. All bids will be publicly opened and read aloud at that time.

The work for this project consists of rehabilitating track on the SEDA-COG Joint Rail Authority’s Juniata Valley Railroad: West Park Branch in Mifflin County, Pennsylvania.

The Contract will be awarded to the lowest responsive and responsible bidder who has based his bid in accordance with the Contract Documents. Award of the Contract is subject to the approval of the PA DOT Bureau of Rail Freight, Ports and Waterways who is administering the Rail Freight Assistance Fund Program who is providing a portion of the funds to complete the project.

Sealed bids should be marked “Contract No. WPB 2021-01: Industrial Track Rehabilitation” and either mailed or delivered to the attention of Mr. Jeffery Stover at the above address. Faxed or emailed bids shall not be accepted.

Bidding documents, including typical drawings and technical specifications, are on file at the office of Mr. Jeffery Stover at the above address. Copies of the bidding documents may be obtained by depositing a non-refundable payment of $150.00 with Jannotti Rail Consulting, Inc., P.O. Box 490, 401 Akeley Road - Russell, Pa. 16345, (814-688-1905) for each set of bidding documents so obtained. Addenda, if any, will be issued to only those persons whose name and address are on record with Jannotti Rail Consulting, Inc.

A non-mandatory pre-bid conference will be held at the project site in Lewistown, PA, at 10:00 AM, prevailing time, on Thursday, October 7, 2021. It is recommended that all prospective bidders attend. Location maps are included in the documents as Attachment I.

A Bid Bond in an amount equal to 10% of the total of the bid shall be submitted with each bid.

The Contractor, in accordance with Executive Orders 11625 and 12138, must utilize to the greatest extent feasible, minority and / or women owned business concerns which are located within the municipality, county or the general trade area.

Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, or handicap; that a mandatory ratio of apprentices and trainees to journeymen is required in each craft and the contractor (and any subcontractors) is obliged to make a "diligent effort" to achieve these ratios; and that to the greatest extent feasible, opportunities for training and employment be given lower income persons of the project area and must to the greatest extent feasible utilize project area businesses located in or owned in substantial part by project area residents.

The Owner reserves the right to reject any or all Bids, and to waive any informalities, bidding irregularities or technicalities in the bidding process. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract.

​The SEDA-COG Joint Rail Authority is soliciting bids from qualified paving contractors to install stormwater facilities to be tied into existing storm sewer, mill and remove pavement, pave base course and wearing course, and install concrete curbing in the parking lot of the Lycoming Valley Railroad office building located at 421 Reighard Avenue (corner of Boyd and Reighard, adjacent to General Cable) in the Newberry section of Williamsport, PA. A pre-bid meeting at the site is scheduled for Tuesday, July 27, 2021, at 10:00 a.m. Attendance at the pre-bid meeting is mandatory.

The general scope of work includes installation of a stormwater inlet and corrugated pipe to be tied into the existing storm sewer; replace existing stormwater inlet tops and boxes as necessary; installation of No. 2A subbase, mill and remove pavement; pave base course and pave wearing course; and install concrete curbing among other work.

Each bid shall be accompanied by a one-year warranty and description of compensation related to warranties provided by the material supplier and/or installation contractor. Additionally, the performance bond may be held for one-year beyond the completion of the project.

The bids must be received at the office of the SEDA-COG Joint Rail Authority, 201 Furnace Road, Lewisburg, PA 17837, by 3:00 p.m. on Tuesday, August 10, 2021. Bids must be accompanied by a 10% bid bond or certified check in the same amount. Unsuccessful bidders will have their checks returned immediately. Bids will be awarded on Wednesday, August 11, 2021. The work must be completed by November 1, 2021.

SEDA-COG Joint Rail Authority (JRA) is seeking proposals from qualified firms to perform routine underwater/dive inspections of substructure/foundation elements and evaluate scour for railroad bridges under the Authority’s ownership. Railroads include:

• Nittany and Bald Eagle Railroad (NBER);
• Lycoming Valley Railroad (LVRR);
• Juniata Valley Railroad (JVRR);
• North Shore Railroad (NSHR); and
• Shamokin Valley Railroad (SVRR).

The sealed proposals will be received by Mr. Jeffery Stover, Executive Direct, SEDA COG Joint Rail Authority, 201 Furnace Road, Lewisburg, Pennsylvania 17837 until 3:00 P.M. local prevailing time on Friday, July 9, 2021. Proposals shall be sealed and clearly marked “SEDA COG Joint Rail Authority 2021 Underwater Bridge Inspections.” Proposals that are faxed or emailed cannot be accepted. A single consultant will be selected for the contract.

Interested firms shall contact Jason Shura, P.E. at jshura@stiffler-mcgraw.com to register as a “plan holder” and obtain the most recent bridge inspection reports and photos for the subject bridge. Addenda, if any, will be distributed only to those firms listed as plan holders at the issuing office. Do not release or distribute inspection information without the written permission of the JRA, except that the prime consultant may release this information to subconsultants or non-professional service providers only for the purpose of preparing a proposal for this work.

​The SEDA-COG Joint Rail Authority (JRA) is seeking to sell a railroad crane and miscellaneous scrap. This information is presented for information only – the bidder must determine, in the field, the scrap’s condition and quantities.

All rail and other track material on the site is to be removed and stockpiled at a location identified by the JRA, none of which is being sold.

A PREBID meeting will be held on site on April 7, 2021 at 10:00 a.m. The site is located at the railroad crossing at North Derry Avenue approximately ¼ mile north of the intersection of East Mill Street and North Derry Avenue in the Borough of Burnham, PA.

​The SEDA COG Joint Rail Authority (JRA) is seeking bids from qualified contractors for rehabilitation of Bridge No. 33.84 on the Nittany and Bald Eagle Railroad in Boggs Township, Centre County, Pennsylvania. The rehabilitation project involves raising the profile over Bridges 33.84 and 33.97 as shown. The existing ballast will be removed from Bridge 33.84 and concrete deck rehabilitated at each pier with precast concrete deck segments. The bridge will be raised to eliminate the steel brackets and walkway that currently support ballast by jacking and providing new steel grillage pedestals. Bridge 33.97 will receive a new timber tie deck and new grillage pedestals to raise bridge to proposed profile. NBER Bridge 20.67 bearings will also be repaired with reinforced concrete as part of this project.

​The  SEDA-COG  Joint  Rail  Authority  is  soliciting  bids  from  qualified  general contractors to remove and replace seventeen (17) windows within the Office Building and two (2) doors in the Warehouse located at 421 Reighard Avenue (corner of Boyd and Reighard, adjacent to GeneralCable) in the Newberry section of Williamsport, PA.  A pre-bid meeting at the site is scheduled for Tuesday, December 1 , 2020 at 10:00 a.m.  Attendance at the pre-bid meeting is  mandatory.  

The general scope of work includes removing and replacing all windows in the Office Building with at least one sliding window in each room and replacing two doors in the Warehouse.   The replacement windows should be commercial grade, aluminum framed windows. 

Each  bid  shall  be  accompanied  by  a  warranty  describing  the  time  period  and  compensation  related to warranties provided by the material supplier and/or installation contractor. 

The bids must be received at the office of the SEDA-COG Joint Rail Authority, 201 Furnace Road, Lewisburg, PA 17837, by 3:00 p.m. on Tuesday, December 8, 2020.  Bids must be accompanied by a 5% bid bond or certified check in the same amount.  Unsuccessful bidders will have their checks returned immediately.  Bids will be awarded on Wednesday, December 9, 2020.The work must be completed by February 12, 2021.
